BRS undertook commercial acumen gap analysis to design and deliver the foundations of an introductory level commercial capability training course for the Victorian government infrastructure project delivery agencies.

BRS was engaged to design a Commercial Capability Training Program tailored specifically to the needs, learning requirements and capabilities of staff across the Victorian Government agencies. A Commercial capability matrix was developed through consultation throughout the agencies the purpose of which was to identify where OPV is at from a commercial acumen perspective and where they wanted to be.

Issue 1 - There was no formal commercial acumen programme or pathway for staff involved with service providers and infrastructure projects across Victorian government

Issue 2 - There was no connection between commercial acumen competencies and behaviours within the Victorian Public Sector frameworks and competencies

Issue 3 - Required the development of a cross-government agency programme that allowed collaboration on infrastructure challenges and opportunities across Victorian government

BRS solution:

BRS developed a commercial capability gap analysis and development report that provided a clear road map for OPV and assisted in the development and facilitation of an introductory level commercial capability pilot program that would form the basis for a larger roll out to Victorian Government staff members across approximately 20 government agencies.

Stakeholder interviews with key personnel within OPV;
Review of background documentation including the VIC Government infrastructure plan and procurement frameworks;
Development of a commercial gap analysis report;
Development of a commercial capability pilot program;
Development of a commercial capability roll out training plan and program for the next three years; and
Delivery of training facilitation through the innovative use of venue and technology.
