The Department of Infrastructure Planning and Logistics (DIPL) wanted to engage a specialist consultant to provide procurement advisory services and facilitation support to the DIPL procurement project team during the procurement planning and implementation for the overpass at Tiger Brennan Drive and Berrimah Road Intersection project (TBOP).

Why they approached us

BRS in partnership with Wheaton Enterprises were engaged to assist DIPL given our knowledge and recent experience in providing procurement advisory services for ECI contracts, and were in an ideal position to leverage recent learnings to ensure an aligned and consistent procurement process for DIPL.

Issue 1 - Adapt to a dynamic and complex infrastructure project environment, impacted by both internal and external influences and amend strategies and delivery of services accordingly

Issue 2 - Provide peer review services of plans, reports, workshop materials and any other information, documentation or outputs required by the Project, within required timeframes

BRS solution:

BRS jointly provided services as a Contract Facilitator for the TBOP by working collaboratively with the DIPL procurement project team to form strong relationships between DIPL, shortlisted proponents and other key stakeholders (both internal and external). BRS undertook the following activities:

Assistance with the preparation of ECI contract and tender documentation;
Involvement with preparation of assessment/evaluation criteria for the ECI tender submissions and preparation of tender evaluation plan;
Advising tender evaluation panel members and assistance with tender evaluation report and recommendation;
Coaching of DIPL representatives of ECI contract delivery framework and processes;
Facilitation of the following meetings and workshops related to the ECI;
Pre-Award: Shortlisted Tenderer Interviews, Commercial Negotiations; and
Post-Award: Start up Workshop, Options Workshops, Cost Estimate/Risk Assessment Workshops, Value Engineering/ Value Management, Project Leadership Team/Project Management Team Coaching.
