BRS was engaged by the Department of Planning, Transport & Infrastructure (DPTI) to provide strategic procurement advice services for a range of projects, including, Flinders Link, City Tramline Extension, Rail minor works program, Adelink public transport planning project, Gawler East Link Road.

Why they approached us

As part of the transformation of procurement and contracting, DPTI sought highly experienced advisors in the infrastructure industry to support their team. The team was undergoing a restructure as well as a change in their roles and interaction with the business, and was looking for ideas in relation to strategic procurement that are used in other states and overseas, to improve value for money outcomes for the community.

Seconded a highly experienced infrastructure advisor into the team at short notice. Introduced comprehensive multi criteria assessment process to develop and socialise infrastructure project procurement strategies. Initiate challenging discussions to promote new ideas and increase internal alignment, thorough tender assessments and industry engagement.

Multi-criteria assessment tool development for procurement strategy analysis focused on strategic project outcomes and risks;
Development of procurement briefing notes, strategies, acquisition plans, procurement risk management plans, EOIs and RFTs, evaluation plans, chair of tender evaluation panels, tender evaluation reports and recommendations for a range of complex projects and industry debriefs;
Development of RFT or EOI, and project scope and managing process to market, tender clarifications, tender document amendments and responding to Conflict of Interest clarifications;
Collaboratively develop new contract forms to drive better value for money;
Work with a range of contract models from panels, client side delivery, design, managing contractor and ECI; and
Resolution of complex legal and contractual matters with Federal and State Government.
