The Town of Gawler is a rapidly growing local Government Authority undergoing transition from being a regional council in Adelaide to a large metropolitan council. This is creating significant demand for new infrastructure and raising community expectations around service levels.

Why they approached us

BRS was engaged to leverage our knowledge of Local Government combined with our experience in Infrastructure planning, as well as our understanding of the Human Synergistics model. The client was also looking for a clear report with recommendations that could be actioned and implemented by the Council.

BRS adopted a unique approach to this review in that we used traditional process improvement methodologies and combined this with a workshop based approach to ensure staff and management were engaged and part of the journey.

Issue 1 - The Town of Gawler is experiencing considerable growth in infrastructure expectation.

Issue 2 - There is a need to manage change through the process and ensure staff are brought along for the journey.

BRS’ collaborative approach improved alignment across the leadership team as to what the priorities and focus areas needed to be moving forward.

BRS also used the culture diagnostic results which had been previously run by the client to triangulate the findings and ensure that the outcomes and recommendations were balanced across the organisation’s strategy, structure, technology, process, capability and culture.

Comprehensive report with clear recommendations and an implementation plan;
Change management strategies and plan that ensured all staff were brought along for the journey; and
Post implementation support in ensuring the recommendations and implementation plan for the Council received the necessary support.
